London [WiP] - A Bit Much

The London has the tools of a T10 Cruiser in a meta where practically no one has radar and hydro ranges are limited. A DD can push close enough to spot it, but even that is not without risk, where as the London itself has multiple tools for survival. On the other hand the lack of range makes it suddenly flip into being extremely challenging when uptiered into large maps.
