In the last two weeks, the death toll of sanitation workers who died while cleaning septic tanks in just three cities in India - Vadodara in Gujarat, Rohtak in Haryana and Coimbatore in Tamil Nadu is 14. Despite laws prohibiting manual scavenging, why are city municipalities callous towards the safety of sanitation workers? Why are government departments still permitting their contractors to deploy workers to manually clean sewer lines without adequate safety gear?
